Suzanne Pennypacker Morris was born and raised in Missoula, Montana. Her parents are Ann and Henry Pennypacker. She holds a B.A. in Political Science from Trinity College, Washington, D.C., 1966. She also studied in Pau, France and Oxford, England, and undertook graduate studies in history at the University of Montana.
